Everything on the Agenda for the June BOE Meeting

The Maine-Endwell Central School District Board of Education convenes its regular monthly meeting tonight at 6 p.m. at the District Office. The packed agenda covers personnel changes, financial housekeeping, contract approvals, and recognition of the Class of 2026's top academic achievers. Here's what parents and community members should know.

Recognitions

The meeting opens with a celebration: the Class of 2026 Academic Top Ten will be formally recognized. This is a highlight of the year for the district, honoring the graduating seniors who achieved the highest academic rankings in their class.

Reports & Presentations

The Board will hear several updates:

Student Board Member Report — the student representative will share news and perspectives from the student body.

Superintendent's Updates — including a Capital Project Update, details on the Odyssey of the Mind Worlds Trip, and a Graduation Update.

Professional Learning Communities Update — a look at how staff are collaborating to improve instruction across the district.

Board Reports & Discussion — Board members will share updates and discuss matters of interest.

Personnel: A Busy Month for Staffing

Tonight's agenda includes a significant number of personnel actions — one of the largest sections of the meeting.

Tenure Appointments

The Board is expected to vote on granting tenure to 17 teachers, effective September 8, 2026. These educators have completed their probationary periods and are being recommended for permanent appointment. They span a wide range of subject areas, including:

• Elementary Education (Kristine Bushnell, Gabriella Dunkelberg, Katherine Klecha, Sarah Kupiec)

• Special Education (Holly Cuvelier, Karen Guillon, Erin LaMont, Mark Lee)

• Music (Brenden Gardner, Ciara Maloney)

• Science: Biology (Jill Butcher) and Chemistry (Richard Rutherford)

• Physical Education (Demetrius Moore)

• Social Studies (Kortnee Matzura)

• World Languages/Spanish (Kerri Lavender)

• Art (Natalie Mastroianni)

• Technology Education (Nathaniel Brown)

Additionally, the Board will vote to extend the probationary period of one Social Studies teacher (identified by employee number) through June 30, 2027.

New Hires

Several new staff members are up for approval:

Amanda Padrazo — Elementary Teacher (replacing H. Rozek)

Allyson Durkee — Elementary Teacher (replacing C. Bass), starting September 1, 2026

Kelly Kupiec — School Psychologist (transitioning from intern), starting June 6, 2026

Anthony Seward — Head Custodian, effective June 1, 2026

Zachary Cargill — Custodian, effective June 1, 2026

Anthony Demchak — Custodian, effective June 1, 2026

Winton Fletcher — Bus Driver, effective May 28, 2026

Tiffany Dixon — Bus Driver, effective June 5, 2026

David Carpenter — Cleaner, Maine-Endwell Middle School,

Matthew Goldstone — Cleaner, Maine-Endwell Middle School,

Fall Coaching Appointments

Three coaching positions for the 2026-2027 fall season are up for approval:

Kara Malloy-Buczek — Boys Modified Soccer

Beth Strong — Assistant Varsity Cheer

Amanda Heath — Modified Cheer

Retirements & Departures

The Board will acknowledge the retirements of Hilary Rozek (Teacher, effective September 1) and William Murtha (Teacher Aide, effective September 8). Several resignations will also be accepted, including teachers Gina Abraham and Sara Hanes, as well as support staff members.

Summer Programming

Staffing approvals for two summer programs are on the agenda: the EK-5 Summer Enrichment Program and the 12-Month Extended School Year Program, which serves students with disabilities who require year-round services.

New Business: Contracts & Finances

Key Contracts

The Board will vote on a four-year contract for Assistant Superintendent Mark Wilson, running July 1, 2026 through June 30, 2030.

A list of ongoing service contracts will be renewed for 2026-2027, covering vendors such as Acorn-Vestal Environmental, Children's Home, Empire Pest Management, Evans Mechanical, and KONE Elevator, among others.

Health and Welfare Services contracts with Union-Endicott and Vestal Central School Districts will be approved for 2025-26, covering services provided to students who reside in those districts but attend Maine-Endwell schools (or vice versa).

Cooperative bid awards through BOCES for grocery, janitorial, PE/athletic, teaching, and art supplies for 2026-2027 will be approved.

Budget Transfers

Several fund transfers reflect end-of-year budget adjustments:

• $88,000 will be moved to fund Retirement Incentives, drawn from anticipated savings in BOCES services and other benefits.

• Over $329,000 in transfers will cover increased BOCES service needs, drawn from savings in heating fuel, maintenance, curriculum, and social work programs.

• About $24,000 will be transferred to purchase two Audiometry Kits for district-wide health services.

• Various transfers will shore up Special Education salaries and contractual expenses.

Tax Certiorari Reserve

The Board will vote to re-establish a Tax Certiorari Reserve (which had a zero balance since 2020-2021) and fund it up to $538,000 in response to new petitions filed for the 2025 tax year. This reserve protects the district from financial exposure related to property tax assessment challenges.

Retirement Contribution Reserves

The Board will fund the Retirement Contribution Reserve (up to $1.8 million for ERS) and a sub-fund (up to $120,000 for TRS) to support future retirement system costs.

Special Education

The Board will approve recommendations from the Committee on Special Education (CSE), the Committee on Preschool Special Education (CPSE), and amendments to IEP/504 placements from a series of meetings held between May and early June 2026.

Public Comment

Community members who wish to address the Board may do so during the Period of Public Comment, which is limited to 30 minutes total and five minutes per speaker. Attendees are asked to sign in, state their name, address, and topic. The Board asks that personnel-related concerns be directed to the Superintendent and Board President privately.

Executive Session

Following public comment, the Board will enter Executive Session to discuss the employment history of Employee A and conduct the Superintendent Evaluation Review. These discussions are closed to the public, as permitted under New York State Open Meetings Law.

Next Meeting

The next Board meeting will be a Reorganizational Meeting at the District Office on Wednesday, July 1, 2026.
